Transparency created a haystack
Government procurement is public by law, and that’s a good thing. The consequence is that every agency, authority, district, and municipality publishes its solicitations somewhere — on its own portal, in its own format, under its own idea of what a category means.
For a supplier, that means the opportunity you would have won is almost certainly out there right now. It’s just on a site you check on Fridays, filed under a heading you don’t watch, closing in six days.
Most teams answer this with a rota, a spreadsheet, and somebody spending their mornings on it. That works until it doesn’t — and it never gets better, because none of the reading is retained.

When the platform isn't sure about a price in a supplier's reply, it records nothing rather than guessing. A missed value costs one manual entry. An invented one quietly corrupts the history you're going to make decisions from.
